What is ProEuropeanValuesAT?
ProEuropeanValuesAT supports civil society organizations in Austria that are committed to democracy, the rule of law, and European values.
The program offers:
- Capacity building and networking: Workshops, know-how sessions, mentoring, and more.
- Full funding: Projects that strengthen EU values can be submitted between November 28, 2025, and January 31, 2026. An independent jury selects the best proposals.
ProEuropeanValuesAT is funded 90% by the EU program CERV (Citizenship, Rights and Values). The remaining 10% comes from a consortium organized by ICNM together with partners such as respekt.net, Volkshochschule Salzburg, npoAustria, and Europahaus Klagenfurt.
Why is ProEuropeanValuesAT important?
Democracy and the rule of law are increasingly under pressure — especially in the digital space.
Social media strongly influences society, often in ways that endanger democratic processes. Civil society organizations must withstand these challenges and actively advocate for EU values.
However, many organizations struggle to secure sufficient funding. The consequences of the pandemic, inflation, and cuts in public funding make their work more difficult.
Target groups of ProEuropeanValuesAT
ProEuropeanValuesAT addresses all civil society organizations in Austria (CSOs) operating as non-governmental organizations (NGOs), social and cultural associations in the broadest sense, and non-profit or social enterprises (NPOs) committed to social cohesion and the common good.
In particular, but not exclusively, five target groups are addressed:
- Small and grassroots CSOs
- CSOs in rural districts
- CSOs by and for women
- Civil society organizations in the digital space
- CSOs focusing on human dignity and minorities

The ProEuropeanValuesAT Consortium
Secure funding and make democracy and European values tangible!
We organize three project cycles (2025, 2026, 2027) with capacity building and funding rounds for you and your civil society organizations (CSOs)!
The call opened at the end of November 2025 and runs until January 31, 2026. In February, an independent jury selects the winners. On March 19, the winning activities will be announced.
Your activities run from April to December (funding period).
Funding requirements
- Your civil society organization (CSO) has its legal seat in Austria, and the planned activities take place mainly in Austria.
- You have a non-governmental, non-profit, non-partisan, and non-violent structure that promotes and protects the fundamental rights and values on which the EU is founded.
- Your civil society organization (CSO) must have a clear accountability structure for key personnel.
- The CSO must demonstrably act in a non-discriminatory manner in all its activities.
- Furthermore, the CSO must declare that it respects the values of the EU as set out in Article 2 of the Treaty on European Union and in the EU Charter of Fundamental Rights.
